The most important aspect of a Dalek is without doubt the voice. A human yelling out 'You will be exterminated' simply does not cut it unless the Dalek voice construction is in place. Likewise, the voice is only a small aspect - the dome lights must flash with the voice!
The Ears have lights in them - they are definately needed as they flash when the dalek speaks. See more of their construction here.
